Comprehensive Development Master Plan & Land Development Regulation/Zoning Code
Introduction and Executive Summary
The great City of Opa-locka adopted Sustainable Opa-locka 20/30 Comprehensive Plan per ordinance 15-20 which embodies the City’s vision for its present and future through the year 2030. This vision is summarized as follows:
- In 2030, the City aspires to be a successful and financially stable full-service community that offers ample economic opportunities to its residents, boasts a vibrant and distinctive Downtown and healthy neighborhoods, and provides excellent services and a great quality of life to residents, businesses and visitors.
The Sustainable Opa-locka 20/30 Comprehensive Plan is comprised of eight required and two optional elements that address key aspects of the City’s planning program. These elements are as follows:
Required Elements:
- Future Land Use Element, which addresses land use, development and redevelopment through 2030;
- Transportation Element, which addresses multi-modal transportation needs and strategies through 2030;
- Housing Element, which addresses the provision if decent, safe, sanitary and affordable housing for all income levels through 2030;
- Infrastructure and Aquifer Recharge Element, which addresses how the City will meet its potable water, drainage, sanitary sewer, solid waste collection and disposal, aquifer recharge, and other infrastructure needs through 2030;
- Conservation Element, which addresses the City’s strategy for the protection of local and regional natural resources through 2030;
- Recreation and Open Space Element, which addresses the City’s strategy for providing residents with top notch recreational opportunities and park and open space resources through 2030;
- Intergovernmental Coordination Element, which addresses the City’s strategy for coordinating with other municipalities and government agencies at the County, State, regional and federal levels through 2030, and;
- Capital Improvements Element, which addresses the City’s strategy for accomplishing the goals, objectives and policies contained in the other elements of the Comprehensive Plan through the funding and implementation of capital projects.
Optional Elements:
- Redevelopment and Economic Development Element, which addresses economic development and focuses neighborhood and community redevelopment strategies through 2030;
- Public Schools and Education Element, which addresses the City’s strategy for providing residents with top notch educational opportunities and facilities through the planning period.
Land Development Regulations\Zoning Code
The great City of Opa-locka adopted the 2015 Sustainable Opa-locka Land Development Regulations\Zoning Code per ordinance 15-31 which by refrence adopts the City of Opa-locka official Zoning Map.
Proposed Opa-locka Comprehensive Master Plan Initiative:
The Comprehensive Plan is based on the data and analysis and background reports contained in contained in Appendix A., Background Documents and Appendix B, Related Studies Links, and the intensive community outreach efforts that went into preparing these documents and finalizing this Comprehensive Plan. It meets the State requirements for Comprehensive Plan contents (Section 163.31877, Florida Statutes (F.S.)), and aligns with the Florida Chamber Foundation’s Six Pillars for Florida’s Future Economy™ (Six-Pillars) Process and the six livability principles of HUD’s Sustainable Communities Initiative.
The Sustainable Opa-locka 20/30 Comprehensive Plan is a major overhaul and update of the City’s current adopted Comprehensive Development Plan, which had its last substantive update with the adoption of the Evaluation and Appraisal Report-based amendments in 2011. The proposed Sustainable Opa-locka 20/30 Plan presents:
- A new Future Land Use Element (replacing the current version) that presents unique land use strategies for specific neighborhoods and land use districts, while addressing all statutory requirements and the City’s vision;
- A revised Future Land Use Map that includes a new 105 acre Downtown Mixed Use District, and the recently adopted Corridor Mixed Use District;
- A new Redevelopment and Economic Development Element that outlines specific steps that the City and its partners will take to achieve redevelopment and economic development goals;
- A new Transportation Element (replacing the current version) that outlines new multi-modal transportation strategies to support the City’s vision and development, redevelopment and economic development goals;
- A new Housing Element (replacing the current version) that establishes specific housing and redevelopment strategies based on updated information about housing and economic development needs, and the projected demand for new or renovated units;
- A substantially amended Recreation and Open Space Element that expands the Level of Service Standard to call for at least one acre of recreation and open space with ¼ mile of all residential areas. This standard will be achieved by requiring the dedication land or fees-in-lieu as a condition for major development or redevelopment approvals;
- A substantially amended Public Schools and Education Element that expands the scope to include adult education and training strategies to support economic development initiatives and goals;
- Updated Infrastructure and Aquifer Recharge, Conservation, Intergovernmental Coordination and Capital Improvement elements that address and align with current statutory requirements and planning horizons;
- A reference linking each Objective to the relevant Pillar in the Florida Chamber Foundation’s Six Pillars for Florida’s Future Economy™;
- New monitoring measures for each Objective;
- An implementation guide after each Policy, and;
- An updated Map Series (in GIS).
The Sustainable Opa-locka 20/30 Comprehensive Plan, after adoption, will provide the blueprint and foundation for the City’s land development regulations, capital improvements program, and planning, development and redevelopment activities and programs through the year 2030. Any other City plan, program or regulation adopted or implemented during the planning period must be consistent with this adopted Plan, as it may be amended from time to time.

Land Development Regulation/Zoning Code Initiative
The City of Opa-locka is undergoing major changes city wide. Part of the effort in supporting those changes, the City was awarded a Community Challenge Grant by the US Department of Housing and Urban Development (USHUD) in order to amend and update the City’s Current Comprehensive Development Master Plan, to Create and adopt a new Comprehensive Development Master Plan and in the process of updating the City’s Land development Regulation/Zoning Code.
This updated new Zoning Code proposed to create and is not limited to the following:
- Amending the existing Mixed-use overlay district, analyze current zoning and existing land use inconsistencies and provide for consistency.
- Review current Zoning Map for deficiencies, identify the City’s strengths, weakness, opportunity and threats city wide and provide for strategic zoning regulations/Legislations implementation procedurals.
- Provide for adequacy and variety means in Uses Percentage composition of sustainable development and services City wide
- Provide for Legislations and Development standards that promote safety, great aesthetic, greenery, innovation, Sustainability, Accommodate Development study Massing.
- Evaluate and provide for adequate density and intensity as appropriate City wide.
- Promote and create Spatial diversity and development composition interdependency
- Make adequate provisions for Proposed Special Districts

B-O (Business Office District) 7. B-1 (Commercial Neighborhood) 8. B-2 (Commercial Liberal) 9. B-3 (Commercial Intensive) 10. I-1 (Limited Industrial) 11. I-2 (Liberal Industrial) 12. I-3 (Industrial Planned Development).
- Proposed Additional Districts: Downtown District, Magnolia North District, Special District, Industrial District, etc.

Local Community residents, Business Owners, Visitors, and Community Stake Holders are encouraged to take part in participating and provide their input in this process of identifying the above mentioned and many other proposed criteria.
